Loyalist planets tend to be strict places, some very much so – this makes it hard for any illegal activities to take place. It’s on a rare occasion that the underworld makes an effort to do business on any of these planets.

Neutral planets are much less strict than the loyalist planets, politicians and police can usually be bought fairly easily depending on the situation. Since these planets are part of the Galactic Alliance though federal troopers can sometimes frequent these locations. So while the neutral planets are a great place for the underworld to do business, keep your eyes open for the feds.

Openly rebellious planets are not part of the Galactic Alliance and are happy to make it known that they have no desire to be. Leadership/government on these planets can sometimes be chaotic, bloodthirsty, dangerous and unpredictable. These are also great places for the underworld to do business, however with the uncertainty of the governments here it’s also wise to make sure you know what the current goings on are before you get there.
